Bharat City - Truth & Reality

1.   On 05th of Janurary 2014 a meeting was held between Group of the Flat Owners  and representatives of BCC  which included  Mr. Praveen (Marketing-BCC), Mr. Rajesh (Marketing) & Mr Chaturvedi (Construction).  The remarks under the column “Present Status” is based on the applicants perception during their personal visits, interactions with BCC staff and their evaluation of the ground situation vis-a-vis information provided by BCC staff.


 
2. Here are the points raised by the group, reply by BCC and present ground reality.

Clarity on Tower wise possession & Penalty clause in case of delay of posession beyond EMI commencement date.
Most likely by April - May BCC claimed to handover possession for Towers A & B towers in March – April 2014 and C, D & E towers from, August onwards.

 In case of delay the penalty @ Rs 5 per sq ft as per agreement would start from September 2014

BCC’s claim proved wrong.

No towers have been handed over to the applicants till date of posting this post.

Deadline and Project plan of other basic  facilities like School, hospital, Park, Club etc.
School would  starting from April (Mont-1 & 2) and every year 2 classes would be added. Within  2 to 3 years school will have all classes functioning.
 
Club will come as per layout and along with construction of tower in which it is falling.
 
Hospital will come after phase 2.

(Nothing  concrete was said about super speciality hospital)
Construction of school has not even started till today.

Material and colour of tiles used, Quality of bathroom fitting benchmarking sample flat.

It would be same as shown in sample. No compromise on quality.

Random audit is being carried out by HDFC checking quality and other construction related activities.  
Yet to be completed.

Regular/Periodic arrangement for site visit for quality checks.
Few members visited and saw the construction. It was found to be good.

Regular visits not possible because of ongoing construction work which gets hampered and safety concerns.
Fire safety aspects seem compromised in contravention to UP Apartment Act.

(BCC fails on this point specially when construction in few towers is completed and hence no safety risk at present)

Clarity on Phase 2 launch and added on amenities for the township in phase 2 
Not able to launch due to few pending approvals. Most likely by Jan end to Feb it would star. A

Also there is change in master plan because of using pre cast technology.
Phase 2 launched.

Master plan changed for Ph 1 also but BCC is not using precast tech for Ph 1. So change of master plan is unjustified.

Security arrangements –Inside and periphery of Bharat City.

Street lights near Bharat City.
Two layer security with intercoms would be provided, One guard would be at Main gate and other one would be placed at lobby of each tower. This aspect is a statement of BCC. Its actual execution will be seen at the time of possession.

Power situation & arrangement of power backup plan.

As of now power situation is fine and there would be a sub- station installed.

 

Have power back up arrangements for which another meter would be installed for which you can recharge and use.
No Sub-station established yet when time for completion is over and a delay of 6 months has also taken place.

Power backup is short term intrim measure. Permanent dependence on backup is very costly and hence impractical.

(BCC fails on this point because occupants will have to pay through nose if they use backup continously)

Water connection and provision for storage (Township of tower wise storage plan)

There are provision for ganga water also boring is being done. STP water could also be of some use, adequate provisions for storage is done.
No connection to Ganga water has been informed by BCC till today.
  
Bharat City has not informed about connection to drain  for disposal of STP waste from Bharat City to final destination.

Gas pipeline connection and infrastructural arrangement for the same.

Work is progressing well in terms of talk with respective agencies and most likely in a month or so they would initiate with the same.
9 months have passed since 05 Janurary2014 but BCC has not yet managed gas connection. Atleast provision of pipes and their connection to apartments could have been done.

Door issue resolution and shifting concerns.

Few changes are done likely un installing Iron gates in flats where doors are colliding also shafts are broken from the side to better facilitate. The problem is not in all the flats (Mostly in corner flats and in few towers )
The changes carried out offer a partial solution only. It was a fault of design and reflects poorly on the capabilities of designers and engineers.

Shuttle service-Dilshad garden metro station to Bharat City (Transportation)

That would also start.
Posession already delayed by 06 months so shuttle Bus has no relevance for customers as of now.

Departmental store/Market functional plan
Provisions are made for the same, Initially they are going to set up grocery shop wherein basic things we could get in from there (like grocery items, milks and all)
And as per master plan those things would also come as when shown.  
No shops have been setup till date.

School admission process and provision for children’s studying in primary and higher classes
We are starting school but for children studying in higher classes collectively need to go and speak to nearby school so that they can arrange for transportation. There are few good schools in nearby areas.  
Apartment owner has to himself arrange for education.

Future of nearby area/surrounding and scope of development. (Infrastructural and basic developments like road, street lights, market, malls and other facilities) The area has a great scope of scaling, Koyal enclave near Delhi 99 has started basic progress of internal planning and constructing layout. Thereafter they would tender it  to private builders (70 acre land) .
BCC diverted this question.

 

However this isn’t actually a BCC responsibility.

Communication- Unblock ids from official page of Bharat City on Facebook, better and frequent communication to and fro.
As Facebook  page of Bharat City is outsourced they are not very much aware of the issue.


In case of any communication gap all can contact BCC representatives and if still not satisfied, they can approach  Mr. Praveen (Marketing head) by phone/Mails.

 
It is unbelievable that the agency to which task has been outsourced by BCC is functioning without orders from BCC.

Customers are unsatisfied with answers by BCC representatives.

(BCC fails on this point miserably. As of now BCC  Facebook page has Posts and comments disabled for customers )
  
IDs are still unblocked because it is a face saving measure for BCC.

What about the Multi Speciality Hospital at Bharat City ?

Do you recollect,  that BCC had advertised about provision of State of the art Medical Facilities at Bharat City. By normal understanding, State of the art Medical Facilities means a hospital where all specialised medical, diagnostic and investigative facility are available. This means good hospitals like Fortis, Max, Apollo etc.  BCC needs to clarify the following:-
   
1. Has BCC clarified any specific hospital to its customers?

2. Has BCC even entered into contract with any hospital?

3. Has BCC forwaded any such proposal to GDA?

4. Has GDA accorded sanction or approval in this regard?

5. What is the timeline for construction of the complete project?


It is astonishingly surprising that BCC staff has not answered these queries to the customers even at this belated stage of construction at Bharat City.

Is property at Bharat City depreciating?


Consider an example of a 1290 sq feet apartment at 6th floor in Construction Linked Plan.  In first scenario the cost of apartment is worked out at rates prevailing in May 2013. In second scenario is based on rates prevailing in Aug 2013.
(IFMS, Dual Meter and Club Membership Charges being common in both scenarios, are omitted.)

Bharat City Door Corridor Problem

It is a description of my perception of the "DOOR CORRIDOR" problem at Bharat City. Hope Bharat City comes out with a sound solution. Although they claim that they have found a GREAT SOLUTION subsequent to prolonged BRAIN STORMING.

Bharatcity - Within a Cocoon



1. The recent steps by Bharatcity to block people from publishing posts and even comments in case of certain users have prompted initiation of this blog. This blog is created just to share information and grievances amongst each other and make available a data source of queries / comments / posts which have not been satisfactorily answered by Bharatcity.

2. Rather than answering the queries, Bharatcity has adopted an evasive approach of blocking posts and comments on their Facebook page. It is ironical that Bharatcity has "People First" written all around but on ground the reality is other way around. Bharatcity in fact is indirectly discouraging "People" who seek genuine clarifications and try to put facts in their right perspective. Since Facebook can be publically accessed, Bharatcity is trying its best to suppress genuine queries from surfacing up publically on Facebook. If the problems do not surfaces, they have nothing to reply to. In order to accomplish this endeavour, Bharatcity has adopted self styled censorship by blocking the posts and comments regarding construction work , construction timeline, infrastructure development, provisioning of ammenities, their policies, etc.

4. It is amply clear from their Facebook behaviour that Bharatcity wants only good comments and likes on their Facebook site. Harsh, factual and constructive comments are definitely difficult for them to digest, leave alone answering them.

5. People, specially the allottees are welcome to highlight their queries which were not satisfactorily answered by the Bharatcity. Such queries will provide a clear picture of level of customer care by Bharatcity.
